Adjunct Faculty
Larry Garber is an international dependent consultant and adjunct faculty at the University of Denver, George Washington University, and William and Mary University, where he teaches graduate-level courses on project management, civil society, and comparative election law. He is a former senior official at the U.S. Agency for International Development, including two stints as Acting Assistant Administrator of the Agency’s policy bureau and five years as Mission Director for West Bank/Gaza (1999-2004). He is the former CEO of the New Israel Fund and currently a Senior Policy Fellow at J Street. From 2015-2017, he was detailed to the faculty of the National Defense University, where he taught senior military and civilian officials. He has contributed chapters to several edited books and prepared articles, book reviews, and blogs on issues relating to international development, democracy promotion, peacebuilding, and conflict prevention, human rights, and electoral reform.
