Frank N. Laird

Professor

Frank N Laird is a Professor at the Josef Korbel School of International Studies and a faculty affiliate of the Scrivner Institute of Public Policy at the University of Denver. Dr. Laird has done research on renewable energy policy, climate change policy, the interactions between the public and governments over environmental issues, and the history and institutions of science and technology policy. Much of his work has challenged the institutional rules, norms, and processes that underlie conventional policy and policy analysis in these fields. He has analyzed the opportunities and challenges for an energy transition away from fossil fuels and has questioned the simplistic assumptions that underlie many discussions of energy transitions. He has also analyzed the difficulties confronting the government funding of scientific and technological research, depicting the reasons that the conventional approaches to these problems keep falling short.

 

Dr. Laird's publications include the book Solar Energy, Technology Policy, and Institutional Values (Cambridge University Press, 2001), numerous book chapters, and articles in academic and professional journals, such as Energy Policy, Frontiers in Climate, Issues in Science and Technology, Journal of Public Policy, Minerva, and Review of Policy Research. He has presented papers at many scholarly conferences and given invited keynote talks at universities throughout the United States and Europe. He has been a peer-reviewer for several scholarly journals and the National Science Foundation (NSF). In addition, he has served on peer review panels for the NSF. He has received three research grants from the NSF in support of his work.

 

Dr. Laird's teaching focuses on environmental governance and on energy policy at both the graduate and undergraduate levels. He has also taught graduate courses on the policy making process and on science and technology policy.

 

Dr. Laird has a BA in physics from Middlebury College, a PhD in political science, with a specialty in science, technology, and public policy, from the Massachusetts Institute of Technology, and he did post-doctoral work in environmental policy at Harvard University.
